High school is not considered mandatory education in Japan.
In order to enroll, your child must have graduated from a Japanese Junior High School or have an equivalent level of academic ability and pass a test. In order to apply to a public high school within the prefecture, inquire with the Osaka Prefectural Board of Education. (In Japanese only)
In order to enroll in a private high school, enquire with that school directly.
