Are there any financial allowances available when a child is born?

When a child is born that is eligible to receive National Health Insurance the Lump Sum Allowance for Childbirth and Nursing becomes available. There is also a system by which Osaka City will help pay for medical fees involved in the birth directly to the hospitals within Japan.
